WA Sheep Flock Outlook: Structural Change & Industry Opportunity

AGORA Livestock – Market Intelligence & Structured Trading

Western Australia’s sheep industry is entering a defining period, with current processing and turnoff data confirming a sustained contraction of the state’s flock. WA has consistently disposed of more sheep each year than the breeding base can regenerate, driven by elevated domestic slaughter, historically high live export volumes, and significant interstate transfers. While live export numbers have fallen recently, this reflects a smaller flock—not a rebuilding phase.

Domestic processors are still operating above four million head annually, placing ongoing pressure on ewe numbers. Multiple years of high mutton slaughter have accelerated the liquidation of adult sheep, and the outflow of stock to the eastern states has further tightened local availability. The net effect is clear: WA is now entering a multi-year period of constrained supply that will influence prices, processor utilisation and breeding intentions across the value chain.

For producers, this shift creates meaningful opportunity. A tighter breeding ewe pool is expected to support stronger medium-term pricing for quality maternal lines, mutton and new-season lambs. Retaining replacements, improving genetics and engaging in structured forward contracts will be key advantages as the market tightens. For processors and buyers, procurement pressure will increase. With the flock projected to continue to fall until 2027, maintaining throughput will require greater visibility, disciplined planning and the ability to secure supply earlier in the season.
